Qualified Industrial Zones


Former U.S. President Clinton issued a Presidential Proclamation (No. 6955) on November 13, 1996 to provide duty-free treatment to products of the West Bank, Gaza Strip and the Qualified Industrial Zones (QIZs). The QIZs are special areas designated by the Jordanian and Israeli authorities and approved by the U.S. government. The products manufactured in QIZs can be exported duty- and quota-free to the U.S.

There are currently 13 QIZs in Jordan that host over 50 factories. The US Trade Representative (USTR) established the world’s first QIZ in 1998 at Jordan’s Al-Hassan Industrial Estate in the northern city of Irbid. Other major QIZs are located in: 

  • Al-Qastal Industrial Zone (Amman)
  • El-Zai Ready-wear Manufacturing Co. sub-zone (Zarqa). 

The number of QIZs and QIZ factories is projected to increase given the following unique advantages:

  • World-class infrastructure, facilities, communication, and transportation services
  • Duty- and quota-free and access to the U.S. Market
  • Full exemption of income and social services taxes
  • Duty-free entry of fixed assets and spare parts to the QIZs
  • Full repatriation of capital and profits (in addition to free transfer of convertible currency)
  • Skilled labor force at very competitive wages
